The Kohala Ditch trail is located on privately owned land so is not accessible legally by the general population.
If you want to access it, you’ll have to take a tour.
There are several other trails in the area though such as the Pololu which is quite nice and part of the Na Ala Hele program and will access the approximate same areas (http://the.honoluluadvertiser.com/article/2002/Sep/08/il/il22a.html). Check it out….
Just make sure you leave the trail in the same (or better condition) as you left it, make sure to clean off your shoes before treking in a new area, and be aware of your surroundings at all times. Don’t forget your cell phone AND your hiking buddy!
